AI RESEARCH-GOVERNANCE
JOINT GRANT CALL 2025

AI Singapore (AISG) is a national programme that anchors deep national capabilities in AI. AISG’s Research and Governance Programme supports research projects on a competitive basis across Singapore-based Institutes of Higher Learning (IHLs)  and Research Institutions (RIs) .

The objective of the AI Research Pillar is to seed high-quality research efforts aimed at developing AI and adjacent technologies that will eventually contribute to the other pillars of AI Singapore. The mission of the AI Governance Pillar is to ensure that AI algorithms, techniques, models, systems, and solutions are built and used in ways that benefit humanity by ensuring that AI can be and will be trusted.

AISG’s AI Research and AI Governance Pillars are jointly launching the AI Research-Governance Joint Grant Call. This call is aimed at fostering collaboration between technical AI experts and Social Sciences, Humanities and the Arts for People and the Economy or Environment (SHAPE) experts / Humanities, Arts and Social Sciences (HASS) experts, to address challenges arising from the widespread integration of AI into social, economic, and institutional frameworks.

AI Singapore is pleased to announce the launch of the AI Research and Governance Joint Call 2025. We invite proposals that advance the state of the art in fundamental AI research and AI governance towards the following themes:

Theme One: Discrimination in Life Opportunities

The increasing reliance on algorithms and automated systems in decision-making has the potential to exacerbate discrimination by perpetuating biases present in historical data or algorithms. The goal is to create comprehensive approaches that combine technical innovation with regulatory oversight to address and mitigate discrimination, ensuring that all individuals have equal opportunities.

The sub-themes are as follows:

  • Defining and evaluating fairness and other relevant values
  • Identifying, attributing, and detecting bias
  • Societal, cultural, organisational values and attunement

Theme Two: Copyright Issues

The digital age has challenged existing frameworks for intellectual property protection and copyright arising from the use of training data and outputs of generative and non-generative AI models. The goal is to develop approaches that combine technical innovation guided by legal frameworks to fairly compensate creators and data providers, to ensure human effort and creativity maintains a meaningful and value-adding role in the digital economy.

The sub-themes are as follows:

  • Data training and input
  • Output infringement and AI-generated content
  • Economic behavioural, and governance considerations

Theme Three: Social Resilience

The pervasive use of AI has highlighted the interdependence of social resilience and AI. AI can support social resilience and strengthen different segments of the community. Conversely, AI can exacerbate stressors such as social media mis/disinformation and social divisions and undermine social cohesion. The goal is to develop integrated solutions that combine technical innovation with robust policies to enhance social resilience, ensuring that AI supports rather than diminishes community strength and autonomy.

The sub-themes are as follows:

  • Cultural awareness of AI and interaction
  • Dependence of AI on skills or relationships
  • AI regulation

Theme Four: Control of Agents

Effective control and governance of AI agents, through clear frameworks, regulations and standards, are essential to ensure they operate safely, ethically, legally, and with accountability. Increasingly, AI agents will interact with physical artefacts including IoT and robots. The goal is to create integrated approaches that combine technical measures for assessing agent performance with governance frameworks that establish clear roles and responsibilities to ensure that AI agents are effectively controlled and used in ways that are beneficial and compliant with established norms and regulations.

The sub-themes are as follows:

  • Alignment and safety
  • Communication
  • Evaluation and trust

The proposal should address at least one of the themes listed above. Alternative themes will not be considered for evaluation. We highly encourage proposals to have a clear research focus on a single theme.

Each proposal will be supported for a duration of up to 3 years. Funding of each proposal is up to S$1.2 million (inclusive of 30% IRC).
